Title: Two short questions

Hey guys!
My first post here is about two (probably trivial) questions:

1. Anarion, Lord of Anorien (0P58): If I play a skirmish event (i.e. City of Men (7C83)) on a healed Anarion, does he get the S+2 Bonus and makes the opposing minion S-3? (Or do I have to decide what I want).
Btw. Is he legal in the Austrian Format?

2. Is it possible to transfer Followers? (i.e. On a double move).

1) You get both.

2) Yes.

1: You get both the strength +2 bonus from the event and the -3 to the minion from Anarion's text, since you do "play" the event.  I'm afraid I don't know much about Austrian Format.

2: You can transfer followers on a double move, but you do have to pay the aid costs again.

ps. Since Anarion is legal in Standard and does not appear in other sets, I am pretty sure he is legal.

     --> EXCEPTION: set 9, 14, 16, 19 and WETA COLLECTION MAY ALWAYS BE USED
     --> any kind of Alternative Ringbearer or "The One Ring" may also alwys be used
     --> only "new" sites from set 11 and later are allowed

Anarion is not on the X-List of Austrian Format, so he is legal no matter what deck you have in Austrian.
