Just for fun  :)

[2] •Gimli,  Competitive Combatant  [Dwarven]
Companion • Dwarf
Strength: 6
Vitality: 3
Signet: Aragorn
Damage +1.
Fellowship: Search your draw deck for My Axe is Notched or Final Count and add them to your hand.
While there are more tokens of Final Count than My Axe is Notched, Gimli is strength +2

It should be "My Axe is Notched or Final Count..."

I actually like that Gimli, but it does tutor two cards out of your draw deck on turn one. In theory, you could have four copies of each and take eight free peoples cards out of your deck before even playing a Shadow phase.

The flavor of the card, of course, is great. Maybe this:
At the start of the fellowship phase, you may take a copy of !My Axe is Notched or !Final Count into hand from your draw deck.
While you can spot more tokens on !Final Count than on !My Axe Is Notched, Gimli is strength +2
.

Maybe give him a companion:

[2] •Legolas, Show-Off [Elven]
Companion • Elf
Strength: 6
Vitality 3:
Signet: Aragorn
Archer.
While you can spot Gimli, !Final Count and !My Axe Is Notched cannot be discarded from play.
Maneuver: Remove a token from !My Axe Is Notched to reinforce a token on !Final Count.

I like your legolas. I'm thinking gimli should be like this:

The special ability during maneuver reflects the scene more imo.

I don't like the perfect mirror of each other so much. How about this:

[2] •Gimli,  Competitive Combatant  [Dwarven]
Companion • Dwarf
Strength: 6
Vitality: 3
Signet: Aragorn
Damage +1.
Maneuver: Exert Gimli to play My Axe is Notched or Final Count from your draw deck.
While there are more tokens of Final Count than My Axe is Notched, Gimli is strength +2

Then use your first legolas. I'd go for that pairing.
