Estimate LotR colleagues,
Some years ago I played LotR, I still have some cards and it is still my favorite card game. I plan to be a collector someday, but now I just wanted some decks to teach friends to play and have fun (no serious tournament for now).
Where is the best place to buy the decks lunched by Decipher (I intend to have all them at some point)? Any other suggestions?
I don't intent to play the hunters block soon (too expensive) and indeed my favorite block is RotK (I lack site cards to make more than one deck of that format =[ ).
Righ now I am living in Japan...

I don't know a good place to buy decks anymore, but if you and your friends want to play, the best place to do that these days, is online here:

Hill's is pretty good for buying starter decks; most are $3, and boxes of them can be as cheap as $12.

For the ones they're missing (including most of the RotK block ones), I've had good luck on eBay. When I have people interested in the game, I usually can get them pretty inexpensively there, if I'm patient.
