A couple things that jump out at me:

1) You currently only have one pipeweed in the deck (and no way to recur it even) vs. five pipes.

2) You don't have a way to recur your NFFatRoD. Perhaps Birthday Present? If so, you could add in Brooding on Tomorrow (taking the place of Fool's Hope) and A Light in His Mind (which would allow for (more) skirmish phase healing potential from TSC.

Just some thoughts. My personal inclination would be to move away from the pipe-oriented stuff and go for a combination of threats and initiative in the same vein that I began to outline above... In which case, I'd definitely add a fourth copy of TMaYOD. Oh, and some things to increase Gandalf's vitality. Use ATAR instead of SAWTC (so you can add burdens in the skirmish phase). Four TMaYOD exertions -> play a copy of NFFatROD to heal 4 wounds (the exertions on Gandalf being the obvious choice) via your TSC -> repeat three more times. Next turn, get your copies of NFFatRoD back via Birthday present (which also sets you up with 4 burdens to be removed).

All that may be taking you too far from the direction you want to take the deck though.
To leave it mostly as-is, I guess I would just hafta recommend fitting in more weed to make the pipes worth their weight. I'd do a split of Old Toby to draw and Longbottom leaf to cycle duplicate pipes/possessions.

good eye on the pipeweed, that was a logistical error on my part. There are 4 copies of Old Toby in there. I fixed that.

Indeed ATAR would be a better choice. I don't know if it is the green color or preference to STR over VIT, but I always gravitate towards SAWTC.

I appreciate the suggestions. I was curious as to how the heck I was going to get some skirmish healage. The NFFatRoD combined with Bday Present makes sense.

I made the recommended changes. It performed well. The deck carried me to a site 4 freeps swarm. My win. It was pretty cool. The Freeps side is really big so I lost my threat bonus quickly, but I only had time to pull and use 1 NFFatRoD. I am hoping that it will make up the difference. I also learned it would be a good idea in this deck to keep the burdens down.

Your deck reminds me of one of my decks:

Ring-bearer: Frodo, Hope of Free Peoples
Ring: The One Ring, Answer To All Riddles

Adventure deck:
Sleeping Quarters
King's Tent
Hall of the Kings
Pelennor Plain
City Gates
Minas Tirith Third Circle
Pelennor Grassland
Morgul Vale
Dagorlad

Free Peoples Draw Deck:
4x Gandalf, Manager of Wizards
1x Merry, From O'er the Brandywine
1x Pippin, Sworn to Service
1x Sam, Great Elf Warrior
1x Horn of the Mark
3x Hobbit Sword
1x Sting, Bane of the Eight Legs
1x Deep in Thought
1x Roll of Thunder
1x Nine-fingered Frodo and the Ring of Doom
3x So Fair, So Desparate
2x Brooding on Tomorrow
2x A Light in His Mind
3x A Promise
2x Birthday Present
2x Escape
4x Everyone Knows
3x The Shire Countryside

It is not purely threats oriented, but they are very present :)

I also play with initiative.

This deck is not the best ever, but it works and is really fun to play

i tried running a fool's hope. it worked,  but it was costly to run. Sadly, the shadow strategy does not allow for initiative abuse so brooding on tomorrow didn't help me either. I was left with 1 recourse (well, more than one but, that sounded more dramatic), I am going to change up the shadow. I think that will be the best option if I want to start using brooding on tomorrow.
