Title: Underground or not?

I have Skulking Goblin and I play 2C51 so i have to discard my orc, but can the balrog stay? Is the site still underground?

One more question: someone has a condition which says he can heal a dwarf if moving from an underground, but what if he moving to a site where wounds cannot be removed? :DD

If Skulking Goblin is discarded, he no longer makes the current site underground, so the Balrog would be discarded as well.

I believe he would heal the dwarf for no effect.
Meaning the wound would not be removed.
