Title: Denethor, Steward of the City

Am I to understand that the text of Denethor, Steward of the City means that every time a threat gets added by a shadow card, a burden gets added as well, and vice versa?

So, for example, if Legions of Morgul were played, you would have to add three threats and three burdens? Which makes Steward of the City a pretty dangerous card to use for the 2 cost and Knight ability, as you're running the major risk of threat and burden explosion.

It is a dangerous card, but it helps a cheap setup for knights as well as a str 8 character for 2 pool. The decks I have seen him in sacrificed him around site 4-5 when more set up.

Honestly this card is awful.  I've once played against it in King block.  I played no minions until site 5, so he couldn't kill off Denethor, then dropped Mordor Guard and several vitality 3 orcs.  gg

Did he have 9 companions out to add 9 threats? You can only add a burden if a threat is added, so if the treat limit stops this, no burdens are added either.

Thing about the decks that use Mordor Guards is that they also use orcs that remove threats during skirmish to increase their strength. So the opponent didn't necessary require 9 companions for this to work.

I guess if he bid high and had seven comps on the board it would make sense? Say he bid four, and then dropped Mordor Guard and a handful of other vitality 3's. That's just game over. Is the risk worth the reward? To be honest, I don't know. I just pulled this card in a RoTK pack (I don't play GEMP, just with some friends and my collection), and wondered if it warrants using.

Lord of Minas Tirith is a much better Denethor. SotC is just too risky.

^this is true. I like the spirit behind SotC. It's high risk/high reward, which is fun for gameplay. I don't like playing against decks that I know what are in them, to me that's just not fun. So running a copy of SotC just increases the fun percentage, even if it doesn't help the bottom line of winning.

Oh, yes.  Some of those orcs I played were Veterans allowing me to remove those threats.  Another 2 were Officers, so when I added 3 burdens for overwhelming the first companion, I had 6 more threats (but Frodo had already been corrupted)
