Strategy is to go second, letting you get the early sites out so Legolas can give you some extra protection early on. Move slowly through the sites until you have Aragorn and The Splendor of Their Banners in play, from there move as quickly as you can, stopping when needed to let Galadriel, Elrond, Aragorn and the Citadels to heal. The shadow is around to provide stopping power against fellowships that would otherwise sprint by, or as an effective way to win if the free side got shut down. At the moment my issue is getting set up, especially against nazgul, as the deck doesn't cycle terribly well, thoughts?
