1) Ally cards that say something like "If you can spot your site X, this ally has the text of that site." This is extremely confusing to us, and I don't see the rulebook addressing this. How does this work, and why would I want an ally with this ability? Please provide some of the most popular/common examples, so that we can see how this works.
2) "Spot X culture to play this card". Do allies count for this as well, or only companions?
3) Possession cards that have + strength bonuses on the left side of the card, but also in the text. For example, Arwen's horse. It shows + 2 strength, but then the text says she is strength + 2 at a Plains site. Do these numbers combine show that she is +2 strength at all non-underground sites, and then +4 at a Plains site? Or does the + 2 ONLY happen at a Plains site, where she is +2, but + 0 everywhere else?
That's all we have for now, but if we come up with more questions I'll let you guys know. Thanks for the help!

1) Ally cards that say something like "If you can spot your site X, this ally has the text of that site."
An example would be Frodo's Bedroom (1U339) "Play a Hobbit to draw a card". If Silinde (ally) is in play, and you can spot Frodo's Bedroom (even if your fellowship is not there), you can play a Hobbit to draw a card.

On point 1):
kauai is right, with the addition that the fellowship allies only work on fellowship sites.
2) All cards count: allies, companions, possessions, artifacts, and so on...
3) The bonus in the left is unconditional, but the bonus in the text is extra.
Asfaloth for example makes bearer strength +2 at Galadriels Glade; but strength +4 at Pelennor Plains.

Combine Uruviel, Maid of Lorien with Lothlorien Woods. She will make your site 6 [Elven] allies strength +3 no matter where your fellowship is (and she'll make them +6 while your fellowship is at that site!). This is extremely useful if you're using Horn of Boromir, for example.

Yes, but never use Uruviel, Maid of Lorien with Dimrill Dale. I've seen someone do it before-a good example of not paying attention if you decide to swap a shadow around.

In a hobbit companion deck that features Sam, Great Elf Warrior, I frequently run Hobbit Farmer and Hobbiton Party Field, so that I can exert Hobbit Farmer to replace Site 1, and then gain the site text for that Site and get my Bilbo, Bearer of Things Burgled companion out (and hopefully slap a Consorting with Wizards on him).

Why not just run an extra Bilbo? Unless that 1 extra strength from Chance Observation is really worth the hassle?

Mostly because I don't physically have another Bilbo haha. That reason, + having many Chance Observation's make it worth it.
