Yep. Hobbit Allies are Hobbits.

Shire Followers are NOT Hobbits, though.

All cards do what they say. If the card says "spot a Hobbit," then it can spot allies or companions. All you need to do is read the card and it will be clear.

As a caveat, remember that only companions can be unbound (or ring-bound for that matter), so hobbit allies do not count as unbound hobbits.
