What is this New Devilry only refers to fellowship block sites, right? (There is no note on the wiki)

Yes.  The same applies to all those kinds of cards, such as Goblin Domain, Book of Mazarbul, etc.  Journey into Danger and The Misadventure of Mr. Underhill still work (though nobody plays them).
