Is the point of Ulaire Enquea to be able to be exerted multiple times for a single toil event? Even then, he still seems rather useless.

He helps play Keening Wail and Dark Powers Strengthen for cheaper. Also, he himself has toil like Captain of the Nine Riders, so he's nice in a nazgul swarm deck. Okay, so maybe he isn't as flashy as Shotgun Enquea or ToTo, but you can throw him on the bottom of your deck with Moving This Way and keep cycling your 'gul's to set up a bomb. In such a case, his ability to be played cheaper helps you get more nazgul on the field for your swarm.

So, he is not useless. It just depends on if he is useful to your given strategy.

Yeah.  If his name was different he might see some play, but it is very hard not to find another Enquea better in a given situation.  Duplicitous Lieutenant suffers from that just as badly-it's actually a good card.
