To play, remove 2 evil culture tokens, 2 threats, or 1 wound.
At the start of each of your turns, name 3 free peoples cultures. Heal a companion of every named culture.
Cannot participate in skirmishes, regardless of other abilities.

Lover, not a fighter. I don't like his cost to play him, should I make it different than the original Tom Bombadil?

This could make a muliticultured deck nearly inivincible.  Maybe have a large exertion cost with it? Otherwise I love the idea.

Ah, I have a much better one.

"At the start of the fellowship phase, you may exert Tom Bombadil X times. Then, heal companions of X cultures."
