Is Gollum unaffected or discarded regardless of the chosen race by ARTH?

I'd say it wouldn't affect Gollum, since he flat-out doesn't have a race. He wouldn't be a "minions of all other races."

I think I've seen this on Gemp, and if I remember correctly it does as Sgtdraino describes.
