Title: Site Reference Numbers

I'm just getting involved in the Towers and King block, and so, have a question about referencing sites. I understand that when certain sites are called out on the site path, they have the appropriate block icon (tower or crown). However, the card Held (Ents of Fangorn, 6 R 109) states "when the fellowship moves to site 9", while Hobbit Stealth (FOTR, 1 C 298) says "at sites 1 to 5". Book of Mazarbul (Realms of the Elf Lords, 3 R 1) also says "at site 4 or higher". I know that Held is usable for any site path, where Stealth and the Book are FOTR block only. Is this due to the wording "at" vs "moves to"? Just making sure my logic is sound for interpreting these rules.

The Fellowship block cards (sets 1-3) that reference site number are defined by the block symbol.

The Comprehensive Rule Book (http://lotrtcgwiki.com/wiki/_media/comprehensive.pdf) specifically defines the "Block Symbol" on page 9 and uses Hobbit Stealth as an example. Paths Seldom Trodden, Ulaire Nelya, Lieutenant of Morgul, and Dark Places are listed in the clarifications/errata section (pages 19 and 20). Held is also listed in the errata on page 21.

Thanks. So it's basically an errata stating it's ok, not a specific phrasing.
