Title: Faramir's Bow, Ithilien Longbow

Sorry if this is the wrong place for this question, or if it has been ask before.

Part of the card's game text states: The site number of each minion skirmishing a [Gondor] ranger is +1.  Is that almost like a built in keeping the minions roaming no matter what site you are at? In other words as long as he has this bow with him the minions for all Gondor Rangers will be roaming?

Not quite: it's +1 to the site number printed on the minion.  Band of Wild Men (home site 3) becomes home site 4.  Advance Urk Patrol (home site 5) becomes home site 6.  This can still make minions roaming, but not in every case.
