seeking help building paper casual "duel" decks

I am seeking help building two paper entertaining "Duel Decks" meant to battle each other using the relatively balanced Mines of Moria Starters because I heard that those starters are the most balanced in the Fellowship block. I have all the Fellowship block and Towers block starters including the deluxe starters. If another pair of Fellowship block starters would work better, please let me know.  (I am also going to work on two starter based tower block decks as well which I still have to pick)

I am staring with the GEMP online versions of the decks because they are big enough to test on GEMP but I don't know if the larger online versions are as balanced as the paper versions. I have some Fellowship block and Towers block cards, lots of commons and uncommons and a lot of individual rares. I have no experience balancing decks of any TCG and would like help. I will start by posting the online versions of the Mines of Moria Starters
