The Comprehensive Rules 4.1 is a consolidation of all Decipher rulings into a single document.  This article contains the Comprehensive Rules 4.0, plus the last two CRD rulings, plus entries from prior Rules and CRDs that were later removed, and bits and bobs from the Tournament Guidelines and later Starter Rulebooks.

Notably, it avoids adding anything that isn't a direct Decipher quote as much as possible (there are occasional notes here and there, and those are marked with big fat [bold sections inside square brackets] to distinguish them).

Unless we missed something, this should contain literally everything Decipher ever ruled on.  If you know of something obscure that didn't make it here, edit it in, or let me know here and I'll take care of it.
