Does one have to wear the one ring? I know someone who insists that the one ring MUST be put on if the ringbearer is about to take a wound. I told them that that's not true, otherwise it would say: "When the ringbearer is about to take a wound, they wear the one ring blah blah blah..."

You choose, if you want to react to a trigger in this case (...if the ringbearer is about to take a wound...).
You gave away your life's grace. I cannot protect you anymore.

If you are referring to The One Ring, The Ruling Ring, then the action is a response, and is therefore optional.

If the Ring is already ON, then yes, you do have to take burdens. But different rings have different ways of putting them on... in Manuever, in Skirmish, as a Response...
