Can the event still be triggered if I can't spot 3 companions? Can it still be played for no effect if I can't spot 3 companions?

The way i read it the archery total would be +1 and the second part would have no effect. I am good at being wrong on these boards though :)

You would perform as much of the effects as you can; the minion archery total is +1 and the Free Peoples player would choose all his companions in play (if there are 3 or less), with nothing happening to them.

Agreed; "to make the Free Peoples player choose 3 companions" is an effect, therefore, it need not be fully performable in order to play the card (although if you do play the card, you need to perform as much of it as possible).
