I know I'm not playing in the League, but I might someday, and since we're working on our own, I think it would provide better gaming experience, so, question:

•Should't the rating system carry over from previous Leagues? I mean, my DCI rating in MtG changes according to the K-value of the tournament, and different tournaments have different K-values, but my total is carried over.

I think we should start anew. There are more new players than those who have played in previous leagues and if the points are transferred, I'm guessing some players will be unreachable.

Not really, points are exchanged in this system, meaning, if they keep beating you, they go up and knock you down. ;) It's more of a "who's doing well" meter.

Yeah, but if you bring back old scores, what's stopping high ranking players to even play any league games and that way just keep their good score. Similar thing happened in TT league.

Ringbearer didn't play so many games, but those he did, he won fair and square and he was first. I, on the other hand, played more games than half the participants together and I was still barely reaching Ringbearer until I defeated him. I took the first place for a short while and then he kicked my #$&*@! again.

That is part of the system. I thought the point system was a bonus, not that it decided the League. My mistake then. From my MtG perspective, it's just to show how good a player has been running, tournaments still have their own point scores for wins, losses and draws to define a champion.
