General Strategy

Relatively limited anti-large fellowship card. Could be combined with A Host Avails Little to bring down bigger fellowships, or with Hate against smaller ones. However, this event can be a little mild since the Free Peoples player gets to choose where the exertions go, and Under the Watching Eye is often preferred.
