Because the effect is a maneuver, it essentially comes right after site 3's Sanctuary healing, which limits its utility. However, it can make a double move from site 2 to 4 easier, especially through Council Courtyard. It can also help facilitate a triple move from 1 to 4 via Bree Gate or Rivendell Waterfall.
