General Strategy
Unlike the more central Aragorn's Pipe or Frodo's Pipe, The Gaffer's Pipe is mostly used as a support Pipe. Pipe decks benefit from having as many pipes as possible and The Gaffer's Pipe is an easy include since any Hobbit can bear it. It can then clean up excess Twilight made if enough Pipeweed is present.
