For the ''Battle of Helm's Deep'' and ''Ents of Fangorn'' releases, Decipher tried something new.  Instead of packaging three random rares in each starter pack, they selected beforehand three rare cards that actually fit the culture and strategy of the deck they were a part of, and gave the selected cards an alternative image.  This move was not very popular as it made starter packs next to worthless (except, of course, to actual newbies) and killed the value of those rares (their alternate versions included).  Fortunately, starting with ''Return of the King'', Decipher went back to the old distribution model.
