General Strategy

A rather generic choke site 3 that is useful if no other site 3 will bring you much benefit. Can be combined with other choke effects (Aragorn, Heir to the White City; A Talent for Not Being Seen or Gimli, Dwarf of the Mountain Race) to generate very little twilight moving to site 4. Alternatively, the site could be useful if the cards in the Free Peoples player's deck are very expensive, as it would help to mitigate the large amount of twilight created.
