General Strategy
A generic strength bonus, Frozen By Fear offers an extra boost if the Ring-Bearer is assigned to an unresolved skirmish. Unlike most !strength pumping events, Frozen By Fear only adds 1 strength if the optimal !conditions are met, as opposed to the 2 !strength bonus of Threshold of Shadow or the 3 !strength bonus of All Veils Removed. Naturally, Frozen By Fear will always offer the optimal strength bonus of +3 in a skirmish involving the Ring-Bearer.
Bill Ferny, Swarthy Sneering Fellow and Threshold of Shadow remain more popular strength enhancing options for the [Wraith] culture.
