General Strategy
Although spotting 4 burdens is no easy feat, Messenger of Morgul's ability is incredibly powerful. It is likely the strongest assignment ability in Fellowship Block; it has no payment cost, is not preventable and can target almost any companion. Combine this with Toldea's large strength of 12 and his fierce keyword, and few companions will be able to survive Toldea's onslaught. As such, Toldea works best in burden-beatdown decks, along with burden adding cards such as Drawn to Its Power, Eregion Hills, Blade Tip, It Wants to be Found, Must Do Without Hope and Desperate Defense of the Ring, and other cards with burden-triggered benefits like Nazgul Sword, Dark Whispers and Ulaire Enquea, Lieutenant of Morgul.
Toldea is strong against The Prancing Pony, which may push the opponent into 4 burdens if they also had to bid. As the only version of Toldea available in Fellowship Block, Messenger of Morgul can feature in almost any Nazgul deck.
