Time for another addition to the White Council Set! This is the Evil Men culture, in which I tried to resurrect some of the ideas from The Two Towers block with a few twists. Southrons get powerful Mumakil riders and new ways to get more consistent archery fire through the Mumakil Basket, but it comes at a high price. Easterlings, on the other hand, return to playing with burdens with a few new cards that add burdens easily, but only for one turn. The combos in this culture may be a little too complex to work in actual gameplay, so I'm curious to know if you feel that they would work. Meanwhile, here's the other cultures we've covered so far:

0 Halberd of Rhun Evil Men
Possession • Hand Weapon
Bearer must be a Evil Men man. Bearer is strength +1 for each burden you can spot (limit +3).

2 Mumakil Basket Evil Men
Possession • Support Area
For each archer stacked here, the minion archery total is +1.
At the end of each shadow phase, exert a mounted Evil Men minion for each card stacked here or discard this possession.

Bearer must be a Evil Men man. Discard any other possessions borne by bearer. Bearer may not bear other possessions.

While you can spot a Evil Men minion and an elf, the Free Peoples player may not draw cards or reveal cards from Shadow players' hands.

At the end of each Shadow phase, if you cannot spot a burden, you may spot a Evil Men man to add a burden.
At the start of the regroup phase, you may remove X burdens to make X Man men gain muster. Discard this condition.

3 Herald of Woe Evil Men

To play, spot a Evil Men minion.
Response: If a companion is played, transfer this condition from your support area to that companion. Until the regroup phase, bearer may not be assigned to a skirmish and bearer's special abilities may not be used.

2 Look Fair and Feel Foul Evil Men

To play, spot a Evil Men man.
Each time the Free Peoples player plays a man, you may spot X threats to add X.
If a companion is played and you cannot spot a threat, discard this condition.

1 Mistrust Evil Men
Condition • Support Area
Each time a follower is attached to a Free Peoples character, you may exert a Evil Men man to draw a card.

0 No Respite Evil Men
Condition
To play, spot a Man. Plays on a site you control.
Regroup: If you control X sites, spot a Evil Men man and discard this condition to discard each ally whose home site is any site X or less.

2 Search Party Evil Men
Event • Skirmish
Spot a burden to make a Evil Men man gain Hunter X, where X is the number of burdens you can spot. If that man is skirmishing a ring-bound companion, he is fierce until the regroup phase.
