Time for another addition to the White Council Set! This is the Evil Men culture, in which I tried to resurrect some of the ideas from The Two Towers block with a few twists. Southrons get powerful
Mumakil riders and new ways to get more consistent archery fire through the Mumakil Basket, but it comes at a high price. Easterlings, on the other hand, return to playing with burdens with a few new cards that add burdens easily, but only for one turn. The combos in this culture may be a little too complex to work in actual gameplay, so I'm curious to know if you feel that they would work. Meanwhile, here's the other cultures we've covered so far:
