I love three-culture Uruk decks. This gives the other cultures a way to get rid of any unneeded
 -specific cards. Maybe it should be cost 2, but its not badly overpowered, or anything.

There’s no other elf cards in the deck, so our group lets my brother use this deck. The starting fellowship’s fun.
