Point taken. Tomb of Stewards now only requires you to add a threat, while Tomb of Kings has only a spotting requirement (since Gondor is king of regroup discard).

I like the idea of it being based on the number of artifacts borne by characters involved in the skirmish. That way a limit isn’t needed yet it can still be pumped up by playing rings and things on ...
