I don’t think you’ll be able to control enough sites with one 1 copy of Freca, 1 copy of Wulf, and 2 copies of Hillman Tribe. My

Yep, the exerting isn’t a cost - it’s just an effect when you transfer it. Thus, you do as much of it as you can, which could mean exerting twice, once, or not exerting at all.

Hmm, well, Fellowship sites are only legal in Fellowship block, and this definitely isn’t Fellowship block.
