Perhaps it’s the fact that it is only good if there are a lot of archers, and if there are a lot of archers you usually don’t want to be exerting yourself, since you’ll be taking lots of archery...

Yep, it only affects sites on the adventure path. That means that sites that are being controlled are not marshes (unless they naturally are - Expanding Marshland, for example).

AP: Companions are necessary to LOTR, while allies are not. Decipher cannot get rid of companions without majorly changing the game.
