You may be alone in thinking that he should be changed, Foresight. Enough other Freeps cards can discard followers that I don’t think anything needs to be done about it. Saruman can still be useful ...

Yes! I completely agree. A simple X-ing in Expanded format makes it perfect (cards aren’t X-ed in Open, and Movie Block only has cards from sets 1-10).
