Steward’s is insanely overpowered with the Shadows site path (especially as a sanctuary!!!). It would’ve been balanced if it just prevented burdens from being removed.

I think it oughta drop the last sentence. That way it’s still a good card (+2 strength and extra vitality) but it’s not overly powerful (and it doesn’t shut down Moria archery, Isengard archery,...
