Agreed -- the Uruk-hai culture has much better cards to play. White Hand Warrior is pretty bland, and when it comes to strength he’s way too reliant on the hunter bonus.

I think this card may see some play as multi-culture hate that’s on-culture for Orc decks. It also works nicely with Demoralized, for Expanded / Open / Block play.
