I believe both CarpeGuitarrem and Merrick_Hale are talking about draw percentages. Read that way, both of their posts are completely correct; anonymous22’s post is also correct, and not in conflict...

There is only one maneuver phase. Calling it "your" maneuver phase is rather odd, but I think harmless.
