It uses "for each" so you can wound multiple minions and a minion more than once.

Nah, I can see what TheJord is getting at. The way I would argue it is that an effect can consist of actions, but the effect itself is not considered an action. Actions could be placing wounds,...

I don’t think so, because both actions have the same trigger (winning a skirmish), and placing wounds is a mandatory action, whereas Grima’s text is optional. So the wounds must be resolved first....
