I don’t see why you wouldn’t be able to, provided you can spot a villager each time one of them triggers (even if it’s the same villager). Unless there’s a response action or event that kills ...

If I Replicate a spell with a kicker, do I have to pay the kicker ofr every copy?

For double howling mine, yes. For only one, then I’d be reluctant on the Shivan Dragon, since one copy of Mine does not do a lot on itself, but one copy of Shivan Dragon or sisters do...
