yes, the border patrol is there for tokens only.  It's the easiest condition to get 3 tokens on.  Eowyn is there to reinforce the tokens on regroup moves..

In my meta, I can usually bid 0 and still have a 50/50 chance of starting.  Good point, though..  Hmmm..

I played someone playing a well thought-out Sam RB deck online.  He basically started Sam, Smeagol, Bilbo, and Frodo, I believe, and the whole concept revolved around using ring-bound driven cards and...
