i dont think it matters how much he costs in actual money, because people will still buy him and take advantage of his effects, just like mountain troll, costs like 10 bucks, but people still pack 3-4...

add 2 more rallying call, you definitely need those, their your main way to add threats also, why no war towers? they can be pretty handy against large fellowships
