The reason I didn’t put in a penalty for revealing Shadow cards with the first one is because it’s not as dangerous as Denethor’s, and in fact Aragorn uses it for good in the Return of the King....

Only the Ring-bearer is not played - they begin the game in play. All companions in your starting fellowship are played, so yes, Dain, you are correct.
