Firstly, I personally disagree with both of lem0n’s cost reductions - those guys are HUGE and deserve their ridiculous cost.

It should be unique and require 3 tokens to use the ability so that it’s balanced with Traveller’s Homestead.

The answer is yes.

Very interesting, but as NB said the idea can get very broken very fast. You could always have [ring] culture cards but with other culture specification to try and avoid it, like ’spot 2
