"Bearer must be" only applies when you’re playing the card in this case.
Now, it also usually applies during transfers. HOWEVER, the transfer text says that new characters can bear it in addition...

But the card says it can be borne by other fellowship companions. All cards do what they say.
Just like if a Southron is bearing a Mumak. If a card causes the Southron to lose all of his keywords, ...
