I think the ruling for no ’Ringbearer Frodo’ stems from the whole premise of Alternate Ringbearers. The alternates were created to answer the ’what-if’ questions.

Thanks ingold55 and bobtheorc. I liked Rohan through Two Towers block, but even then Dunland gave them problems and then Corsairs from Siege of Gondor pushed them out of tier 1 play. They were beefed ...
