Unfortunatly there are several problems with this idea.
Firstly, the Bloodlines Frodo has a twilight cost of 2.
Secondly, Sam only takes the ring if Frodo was the original ring-bearer.

Followers are returned to your support area at the end of your turn, not in the regroup phase.
And there's no limit to how many followers a single companion can bear.
