I think you need more burden removal for your fellowship. Allthough Sam will help you slightly, your opponent will only need 2 burdens to nullify the G for Grand effect for Eomer and Theoden.

There are a coupel of corsair decks in the deck archive thread you can look at.

I don't think Goblin Swarms is the right choice for this deck. I think They Are Coming is better for recycling your minions. In any case, you would want more than one copy of it in the deck.

Maybe include a couple of Uruk Vanguards. Pretty expensive, but always fun to drop a huge, damage +2 minion
