Still not sure i see the point in transferring a condition if he wins the skirmish as surely the condition would say "transfer if a nazgul wins a skirmish" etc... So wouldnt it make it pointless.

Or the horn could say take a follower into hand. That way the rule of four is enforced. Though the best way would be like NB said and make new chapter culturally used.
