No. Lowering the Move Limit after the Free Peoples player has moved does nothing, since you can’t just set your opponent BACK on the adventure path, so he can simply choose to make the Move Limit -1...

Thoughtseize is way better, it’ll be tough cross-trading them. But doable, nonetheless, what with a low amount of people buying Planar Chaos, and a whole bunch buying Lorwyn.

You need to leave mana open, you need them to cast a spell, and, even if they do, you either throw it out targetting an irrelevant spell, just for the sake of using the two mana you left open for it, ...

I wouldn’t run Dash Hopes. Any card that gives your opponent a choice is never good enough, since it’ll seldom do what YOU want it to do.
