Expensive yes but I think the card is quite useful. I think this would work well in a Noble Leaders deck.

I would just errata this so that the FP player can pick a minion that can’t use it’s special ability until the regroup phase.

I don’t think this card really needs anything done to it. It has several enforcers built into it.
