is there a rule about not being able to discard ring-bearers? because if not, Why Shouldn’t I Keep It? is an insanely deadly card to bilbo ring-bearer decks.

Yes. Comprehensive Rules 4.0 P 15 entry "Ring-bearer"

"The Ring-bearer cannot be discarded or returned to your hand, and skirmishes involving the Ring-bearer cannot be cancelled. (sic)"

I guess that answers it.

Those who want Frodo, Frenzied Fighter and Sam, Great Elf Warrior.

Or who want a RB that can’t be killed by wounding w/ Consorting With Wizards. Expanded Ents in particular love a Bilbo RB. Most use Isildur, though, but I always thought that Bilbo would be great.

Also, Consorting With Wizards w/ Gondor Wraiths is a very good strategy. If your wraiths die, then the threats don’t trigger and kill Bilbo. And since exhausted wraiths can’t take wounds thanks to Swept Away, a dying wraith doesn’t do anything nasty.

(Except kill Aragorn...but methinks that Armor would help, correct?)

And in a serious deck who would run Why Shouldn’t I Keep It? It only hits certain decks, and is useless outside a "fun" environment.
